HHS Cancels 315,000 ACA Policies as Vance Announces Separate Removal of 750,000 More Enrollees Over Fraud Claims

Since the Trump administration's fraud task force began flagging Affordable Care Act enrollment irregularities earlier this year, Tuesday, September 22 brought two separate announcements that together claim to strip well over a million people from federal healthcare exchanges.

The first came from a Department of Health and Human Services notice filed the same day. HHS Secretary Robert F. Kennedy Jr. wrote that officials canceled roughly 315,000 policies to address what he called "an ongoing pattern of unauthorized enrollment, unauthorized plan switching, and other fraudulent, unauthorized, or noncompliant enrollment activity involving a subset of agents and brokers," according to Epoch Times. The notice also codifies an immediate moratorium barring unregistered agents and brokers from signing up for exchange access until February 1, 2027. Kennedy estimated the total financial impact at up to $6.6 billion. Since January, HHS has issued 569 notices of intent to terminate broker exchange agreements in July and August alone, and hundreds of agents have already lost access because they submitted what the notice called a "statistically implausible" rate of applications missing Social Security numbers. HHS says 84,012 registered agents remain active, enough to handle the coming open enrollment period.

The second announcement came separately at a White House address led by Vice President JD Vance, who chairs the administration's government-wide fraud task force. Flanked by CMS Administrator Dr. Mehmet Oz, Vance said the administration would remove approximately 760,000 ACA enrollees it alleges were either fraudulently signed up or simply do not exist, according to the Associated Press. Vance put the savings at $2.2 billion and announced a six-month suspension on new brokers enrolling people in coverage. Fox News, covering the same event, put the enrollee number at roughly 750,000 and reported an additional 419,000 enrollees are having their legal residency and income eligibility verified as a follow-up step. "We're actually making sure that the people receiving Obamacare subsidies are actually entitled to receive them," Vance said.

The two figures, HHS's 315,000 policy cancellations and Vance's 750,000-to-760,000 enrollee removals, were disclosed the same day but describe different mechanisms: one is a regulatory rule freezing broker registrations, the other is a task force sweep pulling individual enrollees off the rolls. None of the sources reviewed clarify whether these numbers overlap, and the administration has not published a combined total.

The HHS notice bases its findings on brokers submitting applications at a "statistically implausible" rate without applicant Social Security numbers, a data-pattern flag rather than a court finding. No indictments, convictions, or named defendants appear in any of these announcements. AP's phrasing that some enrollees "simply do not exist" is a serious allegation, but it's the administration's characterization, not an adjudicated fact. HHS itself says it is still "welcoming public comment" on the rule and may "retain, modify, or rescind" it based on that feedback, which suggests officials know the methodology is not beyond dispute.

Fox News's segment on the announcement presented the savings figures without any of the context carried by the AP wire coverage. ACA premiums have doubled or tripled for many enrollees after Republicans in Congress allowed COVID-era subsidies to expire this year, prompting millions to downgrade or drop coverage. That affordability squeeze is the backdrop against which the fraud crackdown and Trump's separately announced $500 rebate checks for overcharged enrollees are both landing ahead of the midterms.

Democratic strategist Brad Woodhouse, executive director of Protect Our Care, called the administration's broader affordability push "an absolute joke," arguing the $500 rebate falls far short of covering premium increases Congress allowed to happen. His criticism was aimed at the rebate program rather than the fraud removals specifically, but it reflects the same underlying argument Democrats are making: that the administration is treating symptoms, not the subsidy expiration that drove costs up in the first place.

The broker registration freeze runs until February 1, 2027, and HHS says it will decide by then whether to keep, change, or scrap the rule based on public comments. Whether the 750,000-plus enrollees cut this week actually included fraudulent applicants, versus people simply caught in an aggressive statistical dragnet, remains unverified by any independent audit, and neither HHS nor Vance's office has released case-level data to settle the question.
