UK Counter-Terror Police Say They Foiled Plot on Manchester Jewish Community Hours Before Yom Kippur

British counter-terrorism police say they stopped an attack on Manchester's Jewish community before it happened, arresting two men just hours before Yom Kippur began on Sunday, September 20.

The men, both in their 30s, were detained on Newton Street in Manchester's Northern Quarter at roughly 2.40pm, according to the Manchester Evening News and The Daily Mirror. They were arrested under Section 41 of the Terrorism Act 2000, which allows detention on suspicion of terrorism without an immediate charge.

Counter Terrorism Policing London led the operation, which police describe as a 'long-running proactive investigation' spanning several months, according to The Guardian. Officers searched a hostel on Lancaster Road in Salford and a flat linked to Epworth Street in Liverpool. Both searches are complete, and examination of seized phones and other devices is ongoing.

Deputy Assistant Commissioner Vicki Evans, Senior National Coordinator for Counter Terrorism Policing, said the operation led to 'the disruption of what we believe to be a plot to target the Jewish community in the Manchester area.' Evans said police do not believe there is an ongoing threat connected to this specific case, but asked the public to stay alert.

No Charges, No Confirmed Motive

Neither man has been charged. Police have not disclosed their nationality or ethnicity, and have not confirmed a motive. The Guardian reports investigators are increasingly finding it hard to pin down motive early in a case, and sources described the inquiry as still at an early stage.

The Guardian and Breitbart both report that a far-right motive is considered unlikely, with Islamist extremism among the possibilities under review. Breitbart, citing The Telegraph, adds that investigators are also weighing a potential Iranian state link, given prior intelligence assessments about Tehran-linked plots against targets in Britain. A magistrate granted warrants of further detention Tuesday, meaning the two men can be held without charge until Sunday, September 27, according to International Business Times UK and thejewishweekly.

The Weight of the Date

The arrests came on Kol Nidre, the eve of Yom Kippur, and landed almost exactly one year after the October 2, 2025 attack at Heaton Park Hebrew Congregation in Crumpsall, when Syrian-born British citizen Jihad al-Shamie rammed a car into the synagogue gates and attacked worshippers with a knife. Melvin Cravitz, 66, was stabbed to death. Adrian Daulby, 53, was killed by a stray bullet fired by armed police as he tried to barricade the synagogue door, according to thejewishweekly and the Manchester Evening News. Police shot and killed al-Shamie at the scene.

Earlier this year, police acknowledged they had missed chances to stop that attack. Al-Shamie had been arrested multiple times before October 2025, and his digital devices, which reportedly contained attack planning including reconnaissance of a British military site, were never examined, according to Breitbart.

Official and Community Reaction

Greater Manchester Police Chief Superintendent Dave Meeney said the force understands the arrests will have 'added to already heightened concerns' in Jewish communities and said extra patrols 'remains very much ongoing.' The Community Security Trust, which coordinates security for UK Jewish sites, called the plot 'utterly chilling' and thanked police while urging the community to 'remain calm and alert.'

The Jewish Representative Council of Manchester and Region said it was 'immensely grateful' to police and MI5 but argued security alone is not enough. 'We cannot simply keep protecting our community from the next attack but must do much more to stop people being motivated to carry one out in the first place,' the JRC said in a statement.

Home Secretary Shabana Mahmood echoed that point, telling reporters, 'Our policing response is necessary, but not sufficient. We cannot expect our Jewish community to live behind higher walls,' and said antisemitism must be tackled 'at its source,' according to International Business Times UK.
