EU Confirms 350,000 Annual Cap on Chinese Hybrid Imports, Above the 2025 Level Beijing Cites

EU Confirms 350,000 Annual Cap on Chinese Hybrid Imports, Above the 2025 Level Beijing Cites
The European Commission has put a number on the Beijing understanding: 350,000 Chinese hybrids and plug-in hybrids a year under a four-year WTO safeguard, against an EU estimate of up to 800,000 in 2026. China's Commerce Ministry says the cap sits on a 2025 base of 302,000 vehicles, and EU leaders meet Thursday, Oct. 15, with the start date and enforcement details still to be pinned down.

Since EU Trade Commissioner Maroš Šefčovič and Chinese Commerce Minister Wang Wentao ended two days of talks in Beijing on Oct. 9, the vague "shared understanding" on hybrids has acquired a number. The European Commission confirmed today, Oct. 12, that imports of hybrid and plug-in hybrid vehicles from China will be capped at 350,000 a year.

An EU official put the current trajectory at up to 800,000 units in 2026. The official said the cap would cut that by more than half.

How the cap works

Brussels is using a World Trade Organization safeguard, a tool that can be deployed quickly without the lengthy investigation an anti-dumping case requires. The measure runs four years. The 350,000 ceiling applies in year one, then rises 6% annually from year two.

To stay within WTO non-discrimination rules, the cap covers all import sources, including countries with EU free-trade deals. China's allocation cannot be lower than that of any other source. Planning-document details report carve-outs for European Economic Area countries, Ukraine, Kenya and small developing WTO members.

Chinese vehicles assembled inside the EU, such as in Hungary, will not count against the quota, EU officials confirmed. Cars that EU companies build in China will.

The start date is not uniform across accounts. A planning document points to Dec. 1. The EU official quoted by AFP said the cap applies from 2027. The Commission has not reconciled the two.

What happens to cars above the limit is also unsettled. One account says excess vehicles would not face tariffs but would be held at European docks. Another says it is not specified whether the cap is a hard stop or triggers extra duties.

The numbers behind it

China's Commerce Ministry said the deal is built on 2025 hybrid exports to the EU of 302,000 vehicles. It called the result "a rising arrangement based on 2025, ensuring export space and stable growth for Chinese enterprises." Against that base, 350,000 is roughly 16% higher.

Chinese customs data show hybrid exports to the EU tripled to €6.7bn in the first half of this year from €2.2bn a year earlier. Fresh data cited in the Dec. 1 planning reports show Chinese-made cars took roughly one in four hybrid sales in Europe in August. The Guardian reported the EU expects the quota to cut Chinese market share in the segment from 6% to 3%.

The EU runs a trade deficit with China of about €1bn a day. China's overall trade surplus hit €360bn last year.

What Beijing gets and gives

China has agreed to drop some tariffs on EU auto parts and cut duties by half on footwear, olive oil and ice cream. Šefčovič said these steps cover almost €4bn in current EU exports. China also pledged a "green channel" to speed approvals of rare-earth and permanent-magnet export licenses for EU firms, according to a 16-point Commerce Ministry statement.

Šefčovič called the deal "a crucial first step, but only a first step." He said it was the first time China had agreed to moderate exports "without going through the phase of prior trade tension." An EU official told reporters: "this is by no means the end of the story."

Beijing's position

China does not accept the premise. Wang told the EU side that China is "not the root of the EU's problems but a partner in solving them" and voiced concern over Brussels' recent restrictive measures, according to the Commerce Ministry. China rejects accusations of dumping, currency manipulation and illegal subsidies, pointing to its industrial strength.

The ministry also says the arrangement guarantees export space and growth for its firms, not just limits. The EU frames the same text as a ceiling that halves current flows.

Reaction and what comes next

French President Emmanuel Macron welcomed the deal, saying it would "better protect the European market against unfair competition." Sigrid de Vries, head of the European Automobile Manufacturers' Association, said it appears to avert further instability and can help manage Chinese market presence "in an orderly way."

Volkswagen's chief backed the plan to bolster domestic industry, according to The Guardian's live coverage.

EU leaders meet in Brussels on Thursday, Oct. 15. Šefčovič said he will brief them and seek approval. He said leaders expect "very fast action" given the threat to thousands of jobs. Also on the table is a French-German proposal for a "kill switch" that would let Brussels block market access for certain goods if a supplier, for example, cut off rare earths. Officials are also drafting a "solidarity" tool for hit industries and regions, and a "diversification" instrument for supply chains.

One EU official described a "paradigm shift" from trying to export more to China toward curbing imports. The two sides meet again by video in January and in person in March.

What leaders approve on Thursday, and whether the cap starts Dec. 1 or in 2027, will determine how much of the 800,000-unit surge actually stops at the border.
