Zelensky Talks Peace With Witkoff and Kushner, But Trilateral Talks Have Been Frozen Six Months

Volodymyr Zelensky got on the phone Wednesday, July 22, with Steve Witkoff and Jared Kushner, President Trump's two point men on ending the Ukraine war.

Zelensky posted about it on X afterward, calling it "a good and important conversation about how to intensify diplomacy and bring peace closer." He said Ukrainian and American teams would "remain in close contact" to keep working the issue, according to Kyiv Post and the Kyiv Independent, both of which published his statement in full.

"Peace is needed, peace with dignity, and Ukraine has long been ready for this," Zelensky wrote. He thanked Witkoff and Kushner personally and thanked Trump and "the American people" for continued support.

That's the whole substance of what's public. No timeline. No agenda. No details on what "intensify diplomacy" actually means in practice.

Six Months of Nothing

The Kyiv Independent reported this call comes amid a six-month freeze in actual trilateral negotiations. The last time Kyiv, Moscow and Washington sat down together was Abu Dhabi in February. Since then, nothing.

Why the freeze? The Kyiv Independent points to the U.S. shifting its attention to the war with Iran, pulling diplomatic bandwidth away from Ukraine. Meanwhile the Kremlin, per that same reporting, "dug into its maximalist demands."

Those demands haven't moved. Breitbart reports Moscow continues to insist Ukraine withdraw entirely from the parts of Donbas that Russian forces still don't even control, as a precondition just to start talking seriously. Putin has refused to meet Zelensky face-to-face except to sign a deal that's already finished, whether that signing happens in Moscow or a third country.

Putin is saying: agree to my terms first, then we can have a photo-op. Zelensky has been publicly ready for a direct meeting for months. Russia hasn't budged.

What Actually Changed at Ankara

The one concrete deliverable in this whole saga happened two weeks earlier, not this week. At the July 8 NATO summit in Ankara, Trump announced the U.S. would license Ukraine to manufacture its own Patriot air defense interceptors domestically, according to both Breitbart and Kyiv Post. That's a real policy shift. It means Ukraine isn't solely dependent on U.S. production lines and allocation decisions for a weapon system it desperately needs against Russian ballistic missiles.

European allies and Canada also committed roughly $80 billion in defense aid for Ukraine this year, per Breitbart's reporting.

UNITED24 Media adds a wrinkle the other outlets didn't emphasize as directly: Zelensky said Witkoff and Kushner have now confirmed intent to actually visit Kyiv, though no dates are set. That would be notable since, as Kyiv Post pointed out, the two envoys have visited Moscow multiple times but never once visited Ukraine despite repeated invitations dating back to at least June, when they met Zelensky briefly during a stopover at Chisinau Airport in Moldova.

Zelensky, according to UNITED24, also claimed "Putin's inner circle is signaling to us and our partners that they realize Putin himself is the reason the war does not end." That's an unverified claim from Zelensky's side, not corroborated by an independent source in this reporting, and it should be read as Kyiv's characterization, not confirmed fact.

The G7 Offer That Went Nowhere

UNITED24 also reports Ukraine had proposed direct Zelensky-Putin talks on the sidelines of a G7 summit in France, with G7 leaders mediating. The Kremlin never formally responded. Instead, per that outlet, Russian forces launched a coordinated shelling attack across Ukraine, which Ukrainian presidential officials characterized as Moscow's real answer to the meeting offer. That's Kyiv's characterization of Russian intent, not an admission from Moscow, and it should be treated as such.

The Fair Reading

There's a reasonable argument that this call is genuinely meaningful. Trump's envoys stayed engaged even after U.S. attention shifted to Iran, and the Patriot manufacturing license from Ankara is a tangible commitment, not just talk. Zelensky's team treating every Witkoff-Kushner contact as a signal of momentum isn't unreasonable given how thin diplomatic contact has been over six months.

The counterargument is just as fair: a 20-minute phone call with no agenda, no dates, and no changed Russian position is not diplomatic progress. It's maintenance. Sergei Lavrov, Russia's foreign minister, said months ago the war would be decided on the battlefield, not at a table, according to Kyiv Post. Nothing in this call contradicts that.

On the ground, the war hasn't paused for diplomacy. Breitbart reports Russia's advance has stalled while Ukrainian long-range strikes have triggered fuel shortages inside Russia. Russia has responded with missile and drone barrages on Kyiv and other cities that kill civilians nearly daily. Whatever Witkoff and Kushner discussed with Zelensky, it hasn't stopped that exchange, and there's no confirmed date for when, or if, the three sides will sit down together again.
