Ukrainian Drones Hit Saratov Oil Refinery and Ozon Warehouse Overnight, Russian Strikes Kill Two in Tula and Injure Eight in Kyiv

Ukrainian drones struck the Russian city of Saratov overnight into Friday, September 11, hitting both a Rosneft-owned oil refinery and a warehouse operated by e-commerce giant Ozon, according to Ukraine's General Staff and satellite imagery published by Radio Free Europe/Radio Liberty. The dual hit lands in the middle of a broader campaign Kyiv has run since August 22, when it first struck an Ozon hub in Chapayevsk, Samara Oblast, and comes days after Russia resumed near-daily missile strikes on Kyiv following a pause during a visit by U.S. President Donald Trump's negotiators to Moscow and Kyiv, according to Reuters. The Saratov Oil Refinery has now been hit repeatedly through the war. The Kyiv Independent, citing Ukraine's General Staff, put the plant's annual processing capacity at roughly 4.8 million metric tons of crude and said the facility directly supplies the Russian military. NV, a Ukrainian outlet, described the same refinery's capacity as approximately 7 million tons a year in a separate report and said it had counted at least 15 Ukrainian strikes on the site since the full-scale invasion began. The discrepancy in capacity figures wasn't resolved in either report. Rosneft has owned the refinery, one of Russia's oldest, since March 2013. Saratov Oblast Governor Roman Busargin confirmed only that 'civilian infrastructure' had been damaged and said there were no casualties, according to the Moscow Times. NASA's FIRMS fire-monitoring service showed two active burn sites on opposite sides of the city: one where the refinery sits and one at the Ozon warehouse, the Moscow Times reported. The Ozon hit was the more economically pointed strike. Fire Point, the Ukrainian defense company that builds the FP-1 long-range drone used in the attack, said in a statement that its drones 'erased another Ozon warehouse complex' covering 85,000 square meters and took 'over 30 million items out of stock permanently.' The Kyiv Independent put the facility's footprint at 100,000 square meters and said it was the seventh Ozon hub damaged or destroyed since August 22. Counting strikes on rival retailer Wildberries' warehouses as well, the total rises to 33 logistics facilities hit since the campaign began, according to RFE/RL figures cited by the Kyiv Independent. Ozon confirmed the fire and said it suspended all orders and deliveries across the Saratov region. Its shares fell 5% on the Moscow Exchange, the Moscow Times reported. Russia answered with strikes across Ukraine and reported casualties on its own soil from Ukrainian drones. In Kyiv, Russian air strikes sparked a fire in a nine-story apartment building and injured eight people Friday morning, Reuters reported. In Russia's Tula region, south of Moscow, Governor Dmitry Milyayev said two people were killed and three injured in an overnight drone attack. Near the Ukrainian border in Belgorod region, acting Governor Alexander Shuvayev said a driver was killed and a passenger injured when a drone struck their vehicle Thursday evening, and reported four civilian deaths and 16 injuries in the region over the prior 24 hours. Russia's Defense Ministry said it intercepted 777 Ukrainian drones across Russia and Ukraine between Thursday night and Friday morning, according to the Moscow Times. A missile strike also hit residential buildings in Volgograd, injuring two and damaging an unnamed industrial facility near the outskirts, where Lukoil operates one of Russia's largest refineries, according to Reuters. Reuters similarly said it could not immediately verify the Russian regional officials' casualty reports. Ukraine has framed the campaign as an effort to 'bring the war home' to ordinary Russians and raise the economic cost of the war, according to Reuters, which noted that both Russia and Ukraine deny deliberately targeting civilians. Kyiv presents the Ozon and refinery strikes as hits on facilities tied to Russia's military supply chain and war economy, pointing to the refineries' stated role supplying Russian forces. Russian officials describe the same strikes as attacks on 'civilian infrastructure' and retail warehouses with no military function, and point to their own civilian casualties in Tula, Belgorod, and Kyiv as evidence the fighting is landing on ordinary people on both sides. Neither claim is adjudicated by an independent body in these accounts. Russian President Vladimir Putin, responding to the broader campaign in late August after a wave of strikes on Ozon's warehouses, said Kyiv had opened 'Pandora's box' by targeting Russia's economic sectors and warned of a response 'targeting your most sensitive economic sectors,' according to the Epoch Times. Putin subsequently signed a decree allowing the state to take control of critical infrastructure deemed insufficiently protected against drone attacks, covering fuel, transport, logistics, communications and energy facilities. First Deputy Prime Minister Denis Manturov said the measure would not be used broadly and was not a precursor to nationalization, the Epoch Times reported. How far Ukraine's refinery and warehouse campaign will move Moscow's calculus at the negotiating table remains unclear. The campaign has hit well over two dozen logistics hubs and 15-plus strikes on Saratov alone. Whether the latest refinery hits in Saratov and Volgograd add further economic pressure on Moscow, or whether Russia's decree to seize control of unprotected infrastructure slows the damage, will shape the economic dimensions of the conflict going forward.
