Tusk Warns Russia Plans 'Accidental' Drone Strikes on NATO Countries, Heads to Kyiv

Since Russian drones hit a passenger train near the Polish border Sunday, got retrieved off Poland's coast Monday, and got shot down over Lithuania Tuesday, Warsaw has been sounding the alarm. On Thursday, Polish Prime Minister Donald Tusk took that alarm to the floor of parliament and gave it a name: a deliberate Russian plan to fake accidents inside NATO territory.

"The Russian plan, according to intelligence assessments, includes hybrid strikes using drones and missiles on countries supporting Ukraine, including Poland," Tusk told Polish lawmakers, according to Kyiv Post. He said Moscow's goal is to make an attack on the alliance's eastern flank look like an accident so NATO won't feel obligated to respond under Article 5, the treaty clause that says an attack on one member is an attack on all.

"The official narrative will be that it's an accident and there is no reason for NATO to think about a response," Tusk said, according to the New York Post.

Tusk flagged a new wrinkle in Russia's arsenal: jet-powered drones that fly higher and faster than the propeller-driven models NATO air defenses are built to intercept, per the Guardian. He said Russia is now also targeting border crossings between Ukraine and its neighbors, aiming to choke off supply lines before winter. "Russia's goal is to destroy as much as possible the economy and logistics of Ukraine," he said, adding that intelligence points to a coming barrage of "very high frequency and intensity" against six major Ukrainian cities.

Tusk was careful to add a caveat NPR flagged that other outlets buried: "there is nothing to suggest an invasion." This is a warning about sabotage and provocation, not a ground war crossing into Poland.

A drone did explode roughly 4 kilometers from the Polish border on Thursday after Polish military scrambled air defenses, the Guardian reported, and Lublin and Rzeszów airports briefly suspended flights. It was the fourth such border incident in a week, according to Nine Network.

Tusk Heads to Kyiv, Fico Comes Too

Tusk announced he'd travel overnight into Friday, Sept. 18, to meet Ukrainian President Volodymyr Zelenskyy in Kyiv, a trip officials normally keep secret for security reasons. The Guardian and Kyiv Post both reported Slovak Prime Minister Robert Fico would also be in Kyiv, planning to discuss further sanctions on Russia alongside the drone-defense talks.

Fico's presence is notable given his record. The Guardian noted he has kept warm relations with Moscow while criticizing EU and NATO aid to Ukraine, even as Slovakia's own arms industry keeps supplying artillery shells to Kyiv. Fico said Europe is closer than ever to a large-scale war spilling out of the Ukraine conflict and that politicians must push for peace, a framing that sits uneasily next to Tusk's warning that Russia won't negotiate without Ukraine's "total capitulation."

Separately, the European Commission confirmed it would disburse €3.3 billion to Ukraine on Friday for missiles and drones, European Commission President Ursula von der Leyen announced, according to the Guardian.

The Political Backdrop, and What's Unverifiable

Tusk delivered the speech on the 87th anniversary of the Soviet Union's 1939 invasion of Poland, a date choice NPR pointed out carries obvious symbolic weight in Warsaw. He also used the moment to criticize European parties he says are pushing for Ukraine's capitulation under the banner of peace, naming no one directly but clearly gesturing at Marine Le Pen's National Rally in France and Germany's Alternative for Germany, per NPR's reporting.

Tusk's warning rests on intelligence he did not detail, drawn, he said, from NATO, Ukraine and unnamed U.S. agencies. The New York Post described this as intelligence "pouring in" from NATO, Kyiv and the CIA, but neither outlet nor Tusk himself put a specific agency assessment on the record for public review. The public is being asked to trust a threat assessment it cannot independently verify, a limitation inherent to intelligence-based warnings rather than evidence that the warning is wrong.

The near-identical write-ups from the New York Post, Europe Says and Jingle Tree all trace to the same reporting and quotes, functioning as one account rather than three independent confirmations.

President Trump, for his part, used the moment to announce "major progress" toward a permanent U.S. Army base in Poland, following an American delegation's visit to potential sites last week. "If this happens, the location will be announced very soon," Trump wrote on Truth Social, calling it "a historic step for our Great U.S./Polish Alliance," per NPR and Nine Network. Nine Network noted the announcement comes even as the Pentagon has been reorganizing and reducing troop deployments elsewhere in Western Europe, with Poland's high defense spending and American weapons purchases winning it favor inside the administration.

The open question now sits with NATO itself. If a drone does fall on alliance territory and Moscow calls it an accident, will Article 5 hold as more than theory, or does Tusk's own warning become the test case for exactly the scenario he described.
