Treasury Adds Juarez Cartel and Los Viagras to Terrorist List, Bringing Total to Eight

The federal government just added two more names to its Mexican cartel terror list. The Juarez Cartel and Los Viagras are now Foreign Terrorist Organizations, according to the Federal Register notice published Thursday. Treasury's Office of Foreign Assets Control simultaneously designated both groups as Specially Designated Global Terrorists, according to Treasury's own announcement.

That brings the total to eight Mexican cartels on the list, according to both the Times of India and the Los Angeles Times. The Juarez Cartel and Los Viagras join the Sinaloa Cartel, Cartel Jalisco New Generation, the Gulf Cartel, the Northeast Cartel, Carteles Unidos and La Nueva Familia Michoacana.

Secretary of State Marco Rubio said both groups either committed terrorist acts or pose a serious risk to the security of U.S. nationals, according to the Los Angeles Times. That's the same legal standard used for the first six designations Trump ordered starting in February 2025.

What the designation actually does

This isn't a symbolic gesture. Terrorist designation lets the U.S. freeze assets tied to the cartels, block financial transactions, and prosecute anyone, American or foreign, who provides material support, according to Breitbart News. Banks and businesses that knowingly deal with designated groups now face their own legal exposure.

The Juarez Cartel, also known as La Linea or the Carrillo Fuentes Organization, controls the Ciudad Juarez corridor across from El Paso, Texas, according to Breitbart. It's one of the oldest trafficking organizations in Mexico, built by Amado Carrillo Fuentes, nicknamed "Lord of the Skies" for pioneering the use of jets to move cocaine in the 1990s. He died in 1997; leadership passed to family members who kept the operation running, according to the Los Angeles Times.

The cartel has a documented body count on U.S. soil. Breitbart notes the group is linked to the 2019 massacre of nine women and children from the LeBaron family, American citizens gunned down while driving near the Sonora-Chihuahua border. Family members lobbied for years to get the Juarez Cartel added to the terror list after the first six designations went through.

Los Viagras operates out of Michoacan and originally presented itself as a self-defense group formed during the 2013-2014 uprising against predatory cartels, according to the Los Angeles Times. Breitbart reports the group instead used that cover to seize territory and now controls drug trafficking across parts of the state, with a record of forced disappearances and drone-dropped explosives used against rivals and Mexican military forces. Its leader, Nicolas Sierra Santana, faces a federal indictment in Washington, D.C. for drug trafficking conspiracy filed in June 2025, according to the Los Angeles Times.

Pressure on Mexico's government

The timing lands alongside a separate development the Los Angeles Times flagged: the indictment of 10 current and former Sinaloa state officials on charges of alleged ties to the Sinaloa Cartel. Mexican analyst David Saucedo told the Los Angeles Times the new designations give U.S. authorities more room to act along the border, where the Gulf Cartel and Northeast Cartel got the same terrorist label back in February 2025.

Critics of the broader designation strategy, including some Mexican officials and analysts, have raised concerns that expanding terrorist labels to cartels operating inside Mexico edges toward justifying unilateral U.S. action on Mexican soil, something Mexican President Claudia Sheinbaum's government has pushed back on in other contexts. That's a legitimate sovereignty question, not a fringe complaint, and it deserves scrutiny as the list keeps growing.

The bigger picture

Trump started this campaign in February 2025, and it's expanded well past Mexico. The Times of India reports the administration has slapped the same terrorist label on Venezuela's Tren de Aragua and Cartel de los Soles, Ecuador's Los Choneros and Los Lobos, Colombia's Clan del Golfo, Brazil's Comando Vermelho and Primeiro Comando da Capital, plus MS-13 and Barrio 18.

None of the four sources here report any legal challenge filed against these two newest designations, and no U.S. court ruling has overturned any prior cartel terrorist designation as of this writing. What remains unresolved is whether the label translates into fewer drugs crossing the border or fewer bodies turning up in Michoacan and Chihuahua. Treasury's own tools are financial: asset freezes, sanctions, prosecution of material supporters. Whether that dents an organization that's survived decades of arrests, indictments, and rival cartel wars is a question no press release answers.
