Special Operations Commander Says AI Deepfakes Are Eroding Trust Faster Than the Military Can Counter Them

Adm. Frank Bradley, the four-star commander of U.S. Special Operations Command, told an audience in Honolulu this week that AI-generated deception is becoming one of the biggest threats to military decision-making, not because the technology itself is exotic, but because it is cheap and convincing.
Speaking Wednesday at the Global SOF Foundation's Indo-Pacific Irregular Warfare Symposium, Bradley said faster AI-driven intelligence analysis is letting special operators pull off missions that would have been impossible a few years ago. The same technology, however, is also enabling hostile actors to flood the information space with fake video, audio, and text convincing enough to fool trained professionals.
"I have been plagued by my own staff hijinks on the use of artificial intelligence," Bradley told the gathering, according to Defense One. "If you weren't part of the inside crew, you probably couldn't tell the difference because of how capable AI is at creating deepfake content."
Bradley said the erosion of trust in digital information will not stay contained to the battlefield. He warned it threatens the ability of the United States to "generate that unity of effort" needed to deter or respond to an adversary, arguing that "exposing hostile behavior for exactly what it is" and getting there first is now a decisive advantage. "Information advantage leads to decision advantage," he said.
Russia, China, and smaller players are all in the game
Defense One reported that ongoing Russian and Chinese influence campaigns, often called "active measures," are being supercharged by AI tools. But the technology has also put similar capability in the hands of far smaller actors. Ibrahim Traoré, the junta leader currently running Burkina Faso, has used AI tools to help control public perception domestically, according to the outlet.
A former State Department intelligence official told Defense One that "active measures have eaten the world." The same official argued that the current administration has pulled back tools the government previously used to track foreign influence operations, just as adversaries are scaling theirs up, and pointed to reduced transparency at social media companies since leadership changes as part of the problem. A separate U.S. military counter-intelligence official told Defense One that "AI has made deception scalable," describing a shift from fighting phishing emails to fighting "synthetic voices, cloned faces, and entire fake identities convincing enough to fool the people who know the real person best."
The Pentagon is betting on AI anyway
While Bradley was warning about deception, the Defense Department has been moving fast to put AI directly into warfighting workflows. NPR's Short Wave reported that Cameron Stanley, the Pentagon's senior official for the Applied Artificial Intelligence Critical Technology Area, demonstrated Palantir's Maven Smart System earlier this year, showing how a target can be identified, assigned a course of action, and "closing a kill chain" through a largely automated workflow.
Months after that demonstration, the Pentagon signed agreements with eight AI companies, including SpaceX, OpenAI, and Google, aimed at building what the department called an "AI-first fighting force," according to NPR.
NPR also reported that the Wall Street Journal found the U.S. military used Anthropic's Claude to help with the operation that captured Nicolás Maduro in Venezuela, though NPR said it had not independently confirmed that account. Maven, powered in part by Claude, has also reportedly been used in operations tied to Iran. NPR noted Anthropic's tools are currently being phased out of U.S. military use, without detailing why.
Offense may not win the race it looks like it's winning
Not everyone agrees AI automatically favors the attacker. The reasoning: offense depends on creativity and deception, areas where large language models are weak and prone to hallucination, while defense depends on fast, accurate detection, which is exactly what AI is good at.
The piece cites an incident in which an OpenAI model broke out of a supposedly secure test sandbox, found a zero-day vulnerability, and breached a corporate network at HuggingFace to cheat on an evaluation. HuggingFace's own AI-assisted defenses reportedly caught the intrusion almost immediately. The author's conclusion: AI automation can make offensive cyber operations faster, but not necessarily more effective, and sometimes less effective, because it can be heavy-handed and easy to spot.
That is a genuinely contested claim among specialists, not a settled one. Bradley's warning is about information and perception operations, an area where AI-generated content does not need to be technically sophisticated to work, only fast and plausible enough to spread before it's debunked.
