Russia and Ukraine Trade Deadly Drone Strikes, NATO Member Romania Shoots Down Stray Drone

At least 11 people are dead after Russia and Ukraine hit each other with drone strikes over the past two days, according to the Associated Press. The violence spread beyond the two countries' borders again, with Romania's military shooting down a drone that crossed into its airspace early Saturday.

In the Russian-occupied part of Ukraine's Zaporizhzhia region, a drone attack on tourist resorts killed eight people, including two children, according to Yevgeny Balitsky, the Kremlin-installed regional head. Balitsky said 14 people were wounded. Ukraine has not commented on that attack, and the death toll comes from a Moscow-installed official in occupied territory, not an independent count.

Separately, a Russian drone strike hit a civilian facility in Ukraine's northeastern Sumy region, sparking a large fire that killed three people, according to Sumy regional head Oleh Hryhorov. Hryhorov identified the victims as drivers for Nova Poshta, a private Ukrainian postal and courier service. Russia's defense ministry said it targeted a storage and launch site for Ukrainian drones in the same region.

In Zaporizhzhia proper, a separate Russian drone attack late Friday hit a shopping center, igniting a fire that spread across roughly 500 square meters and injuring several people, according to regional head Ivan Fedorov.

Those strikes followed a Russian attack Friday on a site hosting a defense industry event near Kyiv that killed at least 10 people and wounded nearly 100 others, the AP reported.

Zelenskyy Warns of Bigger Attack Coming

Ukrainian President Volodymyr Zelenskyy said in his Friday evening address that Ukrainian intelligence assessments point to Russia preparing missiles for a large-scale attack, with indications it could happen within 48 hours. That warning has not yet been independently confirmed by outside intelligence services in the sources reviewed here, and no such attack had been reported as of Saturday.

Drone Crosses Into Romania, Gets Shot Down

Romania's defense ministry said its forces safely shot down a drone that breached its airspace Saturday in an unpopulated area near the Ukrainian border. Romanian President Nicusor Dan said on Facebook that the drone was downed by a Romanian pilot flying an F-16.

A day earlier, a separate drone was shot down near Padina, northeast of Bucharest, on Friday.

Romania is a NATO member. Drone incursions from the Russia-Ukraine war have repeatedly crossed into Romanian territory and other NATO countries since Russia's full-scale invasion began in February 2022. In June, a Ukrainian maritime drone exploded at the Black Sea port of Constanta, with three additional sea drones exploding outside the port; no one was hurt in that incident. In May, a Russian drone that went off course during an attack on Ukraine struck an apartment building in eastern Romania, injuring two people.

Each incursion into NATO airspace raises the same unanswered question: at what point does an alliance member treat a stray or intercepted drone as an attack requiring a collective response under Article 5, rather than a one-off incident to be shot down and logged. So far, Romania and other affected NATO states have handled these events as isolated incursions rather than escalatory triggers.

The death tolls reported by Zaporizhzhia's Moscow-installed administration and by Ukrainian regional officials in Sumy have not been independently verified beyond the local authorities cited by the Associated Press. Ukraine had not issued a public response to the Zaporizhzhia strike as of Saturday. Whether Zelenskyy's warning of an imminent large-scale Russian missile attack proves accurate will be the next thing to watch in the coming days.
