Celine Benoit, principal planner for the Atlanta Regional Commission and Metropolitan North Georgia Water Planning District, addressed the tension publicly at an American Water Works Association conference this week. Proposed AI data centers are requesting anywhere from 5,000 gallons to 9 million gallons of water per day, depending on cooling system design and other operational factors, Benoit said.

A facility on the low end looks like a large commercial building. One on the high end rivals a small city's daily residential consumption.

The QTS Incident Sets the Tone

The clearest example of what can go wrong came from Fayette County, about 20 miles south of downtown Atlanta. Homeowners in the Annelise Park neighborhood started noticing weak water pressure. When Fayette County utility officials investigated, they found two industrial-scale water connections serving a data center campus operated by Quality Technology Services (QTS).

One of those connections had been installed without the utility's knowledge. The other wasn't tied to QTS's billing account at all.

Paisley called it an "absolute nightmare scenario" and urged citizens to oppose it. That project involves noise, heat, and visual impact as much as water, but it illustrates how the community friction is spreading beyond rural Georgia.

What Happens Next

Benoit's comments at the American Water Works Association conference signal that Atlanta-area planners are trying to get ahead of the problem through public pressure and planning-level negotiations rather than hard regulatory caps, at least for now.
