These are armed, state-adjacent criminal enterprises running forced-labor camps that also defraud Americans out of billions of dollars. NTD reported that survivors have described being stripped of documents, locked inside compounds, and subjected to sexual abuse, solitary confinement, starvation, and torture, citing the International Organization for Migration.

IOM Director General Amy Pope said in a statement cited by NTD that "people trapped in scam compounds are victims of trafficking, forced to commit crimes through violence, threats and coercion. They deserve protection, not punishment." Pope called for international cooperation, saying "no country can tackle this alone."

The scale of the problem

U.S. authorities estimate Americans lost at least $10 billion to scam operations run out of Southeast Asia in 2024 alone, a 66% jump from the year before, according to NTD and Matzav, both citing Treasury Department figures.
