Where the Risk Was Worst

The National Weather Service issued an Extreme Heat Warning for northwest Louisiana, where heat index values hit 110 to 115 degrees Tuesday, according to The Center Square. The highest risk of forced outages was concentrated in Oklahoma, Kansas, and the Texas Panhandle, with northwest Louisiana under a lower-tier Resource Advisory.

The order let SPP temporarily suspend emissions limits on plants in its territory and, if needed, direct large commercial, industrial, and data center customers to switch to their own backup generators as a last resort before declaring a top-tier Energy Emergency Alert, according to the DOE statement.

Some rural northwest Louisiana residents experienced isolated, hours-long blackouts Tuesday when extreme heat prevented transformers from cooling properly, according to The Center Square. This was separate from the grid-wide reserve shortage the DOE order was meant to prevent.

A Repeat Problem, Not a One-Off

This is the second emergency grid order from Wright's office in under three weeks. On July 2, DOE issued a similar order for Duke Energy's Carolinas territory, letting Duke Energy Carolinas and Duke Energy Progress run plants at maximum output regardless of air quality permit limits, according to a DOE statement. That order ran through July 6.

Both orders lean on the same justification: the Trump administration blaming what it calls the prior administration's "energy subtraction policies" for leaving the grid vulnerable. Wright used nearly identical language in both statements, calling the previous approach a weakening of grid reliability that Trump is now "reversing."

Grid reliability problems in Louisiana predate the current administration. The Center Square reported that a load-shed event in April 2025, during the Biden administration, already cut power to 30,000 customers in the Caddo-Bossier zone after unseasonable heat hit while transmission infrastructure was down for maintenance. The bottleneck in that region isn't a policy choice, it's physical. State and federal regulators describe Caddo-Bossier as a "load pocket" lacking the high-capacity transmission lines needed to import power from neighboring areas, according to The Center Square.

Data Center Demand

Logan Atkinson Burke, executive director of the Alliance for Affordable Energy, told Shreveport's KTAL that the northwest Louisiana grid wasn't built for the load data centers now demand. "Our grid was built for a different kind of usage. We just aren't prepared," Burke said, adding that the North American Electric Reliability Corporation has flagged the need for utilities to plan ahead for these demand swings.

Data center power draw can jump from near-zero to multiple gigawatts almost instantly, according to Burke, and transmission buildout takes years, not months. Emergency 202(c) orders are a stopgap. They don't add transmission capacity or new baseload generation.

DOE's own numbers underscore the stakes: power outages cost Americans $44 billion a year, according to data department officials cited from DOE's National Laboratories. Whether that cost curve bends depends less on emergency orders than on whether SPP, Duke Energy, and other regional operators actually build the transmission and generation capacity Burke says is missing.

For now, both the July 2 Carolinas order and the July 20 SPP order have already expired. No permanent fix has been announced. The next test comes with the next heat wave, and DOE has shown it's willing to reach for the same emergency lever every time.
