Democrats Plan Subpoenas of Trump Family Crypto Ventures After Taking Congress

The two-year stretch in which Washington bent toward crypto ended Tuesday night. Democrats won both chambers of Congress on Nov. 3, and the party's incoming committee leaders are already pointing at the Trump family's digital-asset businesses.
Rep. Robert Garcia of California, expected to chair the House Oversight Committee, answered the Associated Press call of the House with a two-word statement: "Lawyer up." His office says his agenda includes what it calls the "Trump Crime Family," along with corporate corruption, immigration enforcement abuses and the Epstein files. Garcia told Punchbowl News the committee will look at the family's crypto deals, Donald Trump Jr.'s business dealings, and relatives such as Jared Kushner sitting on boards and winning contracts.
Subpoena power changes the equation
Democrats have spent the past two years writing letters. In February, House Democrats asked Treasury Secretary Scott Bessent to investigate the World Liberty Financial deal and sought suspicious activity reports tied to Trump family ventures. Those requests carried no legal force. Senate Democrats on the Permanent Subcommittee on Investigations, led by Richard Blumenthal, opened their own inquiry into the TRUMP token and World Liberty earlier this year.
When the new Congress convenes in January 2027, majority committees can compel documents and testimony from the administration and private companies, without the president's consent. Sen. Elizabeth Warren, D-Mass., is expected to take the Senate Banking Committee gavel and has pledged to examine alleged conflicts between crypto companies and the president's family businesses.
Reuters reported in September that inquiries could begin as early as February. Hearings and document requests may follow committee reorganization, but their scope and timing have not been finalized.
The money in question
A Reuters investigation published in June estimated that four Trump-linked ventures generated roughly $2.3 billion in profits through April 2026. They are World Liberty Financial, the TRUMP memecoin, American Bitcoin and ALT5 Sigma, now called AI Financial Corp. Reuters built the figure from documented transactions plus assumptions about token sales, so it is an estimate, not a tally of Trump's personal cash.
Trump's 2025 financial disclosure separately listed more than $1 billion in crypto-related income, including about $635 million in TRUMP memecoin royalties.
World Liberty, which the Trump family launched in September 2024, is expected to be the first target. It issues the USD1 stablecoin and sells WLFI governance tokens. Democrats have focused on a $500 million investment by Sheikh Tahnoon bin Zayed Al Nahyan, the UAE national security adviser, whose vehicle reportedly took a 49% stake shortly before the January 2025 inauguration.
The stake matters because World Liberty is seeking a federal trust bank charter for USD1. The Office of the Comptroller of the Currency granted conditional approval on Aug. 14, with final sign-off pending. The Wall Street Journal reported that Tahnoon's group and a Trump-affiliated entity together control about 87% of the bank's holding company.
The Zhao pardon
A second likely target is President Trump's October 2025 pardon of Binance founder Changpeng Zhao, whose exchange helped launch USD1. Zhao has said he has no business ties to the Trump family and did not discuss clemency with them.
Democrats are interested in whether business relationships involving foreign investors coincided with government decisions affecting those investors. No congressional finding has established corruption in these transactions. The White House rejects accusations that the president's business interests improperly influence government policy.
Industry response
The crypto industry is arguing it never belonged to one party. "Nobody has their head in the sand," Kara Calvert, Coinbase's vice president of U.S. policy, wrote on X. "There will be headwinds for any bipartisan legislation next year, but crypto is 100% bipartisan."
Stand With Crypto counts 19 pro-crypto senators and 226 House members among those elected, against eight anti-crypto senators and 106 House members. Kevin Wysocki, head of policy at Anchorage Digital, told The Block the incoming class skews younger and more comfortable with the technology.
The industry's political spending did not buy everything. Fairshake, the crypto-funded super PAC network, spent $154.5 million across the primaries and the general election. Crypto money also went against Sherrod Brown in Ohio, and Brown beat Republican Sen. Jon Husted anyway. Brown is a former Senate Banking chairman.
The White House dismissed the Democratic plans before the vote; spokeswoman Lauren Bis called them a "decade long witch hunt."
What Congress can and cannot do
The investigations will not produce legislation. Trump has said he could become "Mr. Veto," and Democrats lack the two-thirds majorities in either chamber needed to override him. The Block's assessment is that the industry has close to no chance of getting the bills it wants moved. TD Cowen's Jaret Seiberg wrote that the investigations may make it impossible to advance a version of the Clarity Act that the crypto sector could back.
Democrats expect the administration to invoke executive privilege and slow-walk requests, as it did in Trump's first term, and plan to subpoena private entities tied to the family instead.
So the crypto industry's own agenda stalls, while the president's family business faces a level of document-driven scrutiny it has not faced. The next markers are concrete: the new Congress convenes in January 2027, and the OCC's final decision on World Liberty's trust charter is still pending.
