Cartel Boss "El R-1" Arrested, Tied to Mayor's Assassination and Influencer's Livestreamed Murder

Mexican security forces arrested Ramón Ángel Álvarez Ayala, known as "El R-1," on Thursday, July 30, capping a manhunt tied to two of the country's most disturbing killings of 2025. Mexico's Secretary of Security and Citizen Protection, Omar García Harfuch, announced the arrest publicly on July 31.

García Harfuch identified Álvarez Ayala as the top leader of Los Rs, a criminal cell operating in Apatzingán, Uruapan and Morelia, Michoacán, and in Jalisco, with direct ties to the Jalisco New Generation Cartel (CJNG). He described the group's business as extortion, murder and drug trafficking, directly affecting producers, business owners and families in the region.

The arrest happened in the town center of Atotonilco el Alto, according to Mexican media reports cited by voxnews.al. Special forces pursued Álvarez Ayala in a car chase that ended with the death of one of his security team members before he was taken into custody.

Two killings, one alleged mastermind

Authorities say Álvarez Ayala ordered and financed the November 1, 2025 assassination of Uruapan Mayor Carlos Manzo, who was shot and killed in front of supporters at a Day of the Dead festival. Manzo had spent the prior month publicly calling for "brute force" against drug cartels and had said, "I don't want to be just another murdered mayor... it's important not to let fear control us," according to voxnews.al.

The gunman who killed Manzo has been identified as 17-year-old Víctor Manuel Ubaldo, but García Harfuch said Álvarez Ayala was the mastermind. Mexican authorities have arrested 31 people total in connection with the mayor's murder.

The investigation into Manzo's killing produced a break in a separate, unresolved case: the May 13, 2025 murder of 23-year-old beauty influencer Valeria Márquez, who was shot to death while livestreaming to more than 100,000 TikTok followers from her Zapopan salon, Blossom the Beauty Lounge.

Video of the killing showed a man entering the salon, asking whether she was Valeria, then shooting her in the chest and head as she collapsed on camera. Another person is seen cutting the livestream feed.

The alleged motive: a breakup

García Harfuch said Álvarez Ayala's own son, Francisco Álvarez, had been in a romantic relationship with Márquez that ended before the murder, and that Francisco had threatened her multiple times afterward.

"The son of R1 had a romantic relationship with Valeria, he had threatened her on several occasions, and everything indicates, and this will be proven, that the son asked his father, R1, to commit the femicide," García Harfuch said in a statement on X, translated to English.

Márquez appears to have sensed danger before her death. Hours earlier, she told followers a masked courier had tried to deliver her an expensive gift and said, "maybe they were going to kill me or something... Were they going to come and take me away, or what? I'm worried," according to Us Weekly. She had also said publicly that her ex-boyfriend should be held "responsible for anything that happens to me and my family."

At the time of the murder, Jalisco State Prosecutor's Office spokesperson Denis Rodríguez told the Associated Press the gunman appeared not to have known Márquez personally, since he asked to confirm her identity before shooting. The case was initially classified and investigated as a femicide under Mexican law, a gender-based crime category, without a confirmed cartel link disclosed at the time.

For more than a year, Mexican authorities treated Márquez's murder as a standalone femicide case even as online speculation connected it to organized crime. The Manzo assassination investigation and Álvarez Ayala's arrest brought the cartel connection to public light. Who's still missing

Francisco Álvarez, the alleged instigator, remains at large along with the gunman who carried out the salon shooting. Neither Us Weekly nor voxnews.al reported any updated timeline for their capture.

Álvarez Ayala is being held at the Altiplano maximum-security prison, the same facility Joaquín "El Chapo" Guzmán escaped from in July 2015, according to voxnews.al. He faces charges tied to the two killings as well as accusations of methamphetamine trafficking and possession of firearms and ammunition restricted to Mexico's military. It is not yet clear whether he has entered a plea or retained counsel.

The arrest lands amid an escalated U.S. posture toward CJNG. Washington has sanctioned more than 50 individuals and groups linked to the cartel as of July, and the Trump administration has designated it and other cartels as terrorist organizations while pledging to dismantle cartel networks across the hemisphere. The Manzo assassination and the Márquez case, now both tied to the same alleged commander, are likely to feature in that broader U.S.-Mexico security push, though no formal joint prosecution has been announced.
