Beshear Blames Trump for Diesel Price Jump, Hilton Blames California Policy, in Real Time Exchange

Beshear Blames Trump for Diesel Price Jump, Hilton Blames California Policy, in Real Time Exchange
On HBO's Real Time, Kentucky Gov. Andy Beshear (D) said Donald Trump alone caused diesel prices to more than double in a year. California GOP gubernatorial nominee Steve Hilton said $9 diesel in California comes from both the war in Iran and state policies. Neither put a number on how much of the price each cause explains.

Kentucky's sitting governor and California's Republican gubernatorial nominee, representing very different states, traded blame over fuel prices on Friday's broadcast of HBO's Real Time. The question was simple: why is diesel so expensive?

They gave different answers.

The exchange

California Republican gubernatorial nominee Steve Hilton opened by saying, "Diesel in California is $9, and that's because of Democrat policies here."

Kentucky Gov. Andy Beshear, a Democrat, cut in with a question: "It's not because of the war in Iran?"

Hilton did not dodge it. "It's both," he said.

Hilton's answer was a concession. He did not claim California policy is the only driver of the $9 figure. He argued it is the part voters in his state can change.

Hilton's supply argument

Hilton laid out his case in one long answer. California has "abundant oil reserves," he said, but they "are being shut down." As a result, he said, the state now imports 80% of the oil it uses, shipped "on giant supertankers, shipped halfway across the world."

He added that refinery closures mean California is also importing refined gasoline. According to Hilton, the state's top supplier of that gasoline is India, and India buys its crude from Russia.

His conclusion: "Because of Democrat climate policies in California, we are buying, indirectly, oil from Russia, today, here in California."

Those are Hilton's figures and his chain of reasoning. He did not cite a source for the 80% import share or the claim about India on air, and Beshear did not challenge them directly.

Beshear's response

Beshear did not engage Hilton's supply points. He went back to the timeline.

"One year ago, the price of diesel was less than half what it is right now," Beshear said. "Donald Trump and Donald Trump alone has caused that increase, and anybody who supports him is responsible for it too."

Beshear did not say on air whether he meant California or national diesel prices. He also did not explain how a presidential action, rather than the war in Iran he had just raised, produced the increase. He did not name the specific Trump policy he holds responsible.

That leaves a gap in his own argument. His first question to Hilton blamed the Iran war. His closing line blamed Trump "alone." Beshear did not reconcile the two.

The two arguments side by side

The two men are not really answering the same question.

Beshear is talking about the change over twelve months. Hilton is talking about why California sits where it does relative to everywhere else, with a $9 price tag that he ties to state decisions on oil production and refining.

Both can be partly true. A global shock can raise prices everywhere while local supply choices make one state's prices worse. Hilton said as much with "it's both." Beshear said "alone."

The disagreement is over who should be held responsible. Beshear says anyone who supports Trump owns the price increase. Hilton says California's own officials and voters own the supply decisions that leave the state dependent on imports.

What remains unanswered

Neither governor quantified his claim. Hilton offered no estimate of how many dollars per gallon come from California refining and production policy versus the Iran war. Beshear offered no estimate of how much of the increase traces to any Trump decision, or which one.

Hilton's import and refined-product claims are checkable against state energy data on crude sources and refinery output. Beshear's claim that diesel was less than half its current price a year ago is checkable against fuel price series. Neither man put that data in front of the Real Time audience.

Hilton is on the ballot as the Republican nominee for California governor. He is expected to keep pressing the supply argument, while Democrats such as Beshear tie fuel costs to Trump and the Iran war. Whether either side puts a dollar figure on its claim before voters decide remains open.
