Romania didn't just condemn the strike — it acted. According to The Guardian and CBC News, the Romanian Foreign Ministry summoned Russia's ambassador on Friday. Foreign Minister Oana Țoiu posted on X that Romania would "officially communicate the consequences" for diplomatic relations with Russia and flag next steps on EU sanctions packages.

Romanian President Nicușor Dan convened an emergency session of the country's Supreme Council of National Defence — the highest security body in the country. He's instructed the Foreign Ministry to prepare a package of "proportionate measures" targeting the bilateral relationship with Moscow.

The Drone Was Identified — and Romania Chose NOT to Shoot It Down

According to CNBC, Romania's armed forces tracked the drone on radar and had standing orders to engage. They chose not to shoot it down — specifically because of the "heightened risk of endangering civilian safety." Dan confirmed this publicly.

F-16s Were in the Air

According to the Express, Romania scrambled two F-16 aircraft from Air Base 86 in Fetești at 1:19 AM local time on Friday, May 29. An IAR 330 SOCAT helicopter from the Romanian Air Force also deployed. Pilots had authorization to engage targets throughout the alert period.

They tracked the drone. It still hit the building.

The Geran-2 — a Russian-built Shahed-type loitering munition — struck the roof of a 10-storey apartment block. Romania's Defence Ministry confirmed "the entire load of the Geran-2 drone, of Russian origin, exploded upon impact," according to CBC News.

Two people were injured: a woman with first-degree burns and a 14-year-old boy treated for a panic attack during the impact and evacuation, according to the Express. Dozens of residents were forced to leave their homes.

NATO Secretary General Mark Rutte said: "Russia's reckless behaviour is a danger to us all." He added that "last night showed yet again that the implications of their illegal war of aggression don't stop at the border."

U.S. Ambassador to NATO Matthew Whitaker said: "We will defend every inch of NATO territory."

Ukraine's Foreign Minister Andrii Sybiha called strengthening Ukraine's air defense a "strategic task" — not just for Ukraine, but to protect neighboring countries. He pledged coordination with Romania.
