Lavrov Arrives in Tehran, Says Russia Aims to Prevent a Return to Large-Scale War

Lavrov Arrives in Tehran, Says Russia Aims to Prevent a Return to Large-Scale War
Russian Foreign Minister Sergei Lavrov landed in Tehran today, Oct. 19, his first visit since the war began in February. He arrives as Trump threatens to "finish the job" against Iran, Iran dares him to try, and Houthi attacks on Saudi Arabia force a major investment conference off the calendar. Israel votes Oct. 27, and Iran's seven-day Hormuz offer is still on the table.

Since the U.S.-Israeli strikes on Iran in February, Russia has condemned the war from the sidelines without sending its top diplomat to Tehran. Today, Monday, Oct. 19, that changed. Foreign Minister Sergei Lavrov arrived for his first visit since the war began.

According to the Russian Foreign Ministry, Lavrov will meet President Masoud Pezeshkian and then hold "confidential and thorough" talks with Foreign Minister Abbas Araghchi. Lavrov has said Moscow's efforts are "aimed at preventing the return of a large-scale war."

The ministry said the talks will cover the Persian Gulf and "ways to resolve the acute international crisis triggered by the unlawful U.S. and Israeli aggression against Iran." Energy, transport and economic projects are also on the agenda.

A mediator with a side

Moscow is pitching itself as a go-between. Putin told Pezeshkian earlier this month that Russia is ready to mediate. Negotiations between Tehran and Washington remain stalled.

The problem is that Russia is not neutral. Russia and Iran signed a strategic partnership agreement in 2025 that includes provisions on countering shared threats. It stops short of mutual defense obligations, unlike Russia's pact with North Korea.

Reports as early as March alleged that Moscow was giving Tehran intelligence to help strike American forces in the Middle East. U.S. officials have played down concerns about Russian-Iranian military ties. Trump has said Russia is "doing very little, if anything" to help Iran.

Trump also waived sanctions and tariffs on Russia, a move that could increase Russian fuel exports, Reuters reported. Brent crude fell $1.06 to $108.80 a barrel in early Asian trading Monday, after Friday's close at its highest level since May 19. U.S. West Texas Intermediate dropped 23 cents to $101.18.

Washington and Tehran trade threats

The diplomacy is running alongside harsher talk. Trump warned Sunday that the United States could "soon finish the job" against Iran unless Tehran changes course. He also gave Israeli Prime Minister Benjamin Netanyahu his "complete and total endorsement" for reelection.

Trump told Axios he had always planned to back Netanyahu and did not want to do it too soon. Asked whether he could work with another Israeli leader, he said: "Maybe I will, maybe I won't. Who wants to take the chance?" Israel's Oct. 27 elections are about a week away.

Netanyahu said he has instructed Israel's security agencies to work toward bringing down the Islamic Republic.

Araghchi answered on X. "Last time you wanted to 'finish the job,' Iran emerged even stronger," he wrote. "Want to try your luck again? Be our guest. But be careful; we have unfinished jobs too."

He also accused Netanyahu of "driving America into another war to stay out of jail." Araghchi urged Washington to accept Iran's proposal to reopen the Strait of Hormuz within seven days, saying the deal is still on the table.

Vice President JD Vance said Saturday that in "some ways" the United States has "decisively won" the war.

The pressure on Iran's finances is a separate track. CENTCOM commander Adm. Brad Cooper said Friday that the U.S. naval blockade has cost Iran $25 billion in lost revenue. He said CENTCOM and the Treasury Department froze $350 million in Iranian-held cryptocurrency in recent weeks.

The Gulf front keeps widening

While Lavrov flew in, the Houthis kept up attacks on Saudi Arabia. Riyadh residents received a "hostile aerial threat" alert today on their phones. Saudi civil defense said the warning covered Riyadh and the nearby Kharj area. It was lifted shortly afterward.

The Houthis later claimed a series of missile and drone attacks over the past two days on Riyadh's international airport and other targets in the kingdom.

The Future Investment Initiative, scheduled for Riyadh Oct. 26 to 29, has been postponed to 2027. Maha Al Saud, the institute's CEO, said organizers wanted the tenth-anniversary edition to deliver its "full scale" and "extraordinary quality." Registrations and partnerships remain valid, and new dates are to be announced.

Egypt's parliament delayed its debate on President Abdel Fattah al-Sisi's request to authorize military support for Saudi Arabia. Speaker Hisham Badawi adjourned the session, and discussion is set to resume Oct. 26, according to Egyptian state media. Egypt's National Defense Council had already announced "all possible forms of support" for Saudi security.

Inside Yemen, the government's armed forces said they carried out 1,326 strikes in 24 hours under "Operation Dawn of Yemen," killing 370 Houthi members. That figure comes from the government and is unverified. Separately, government officials and medical sources said a Houthi ballistic missile attack on a training camp in Shabwa province today killed at least 18 people.

What to watch

Two dates now frame the next week. Egypt's parliament returns to the Saudi military-support question on Oct. 26. Israelis vote the next day, after Trump's endorsement and Netanyahu's vow against the Islamic Republic. Iran's seven-day Hormuz offer is the one concrete proposal Araghchi has put in public, and whether Lavrov carries anything from it to Washington is the open question.
