VersaBank, an OCC-chartered North American digital bank, actually mints and burns the tokens and manages the reserves, according to Fiserv's own release and confirmed by Fintech Global. Fireblocks supplies the underlying digital asset infrastructure and tokenization layer. The transactions themselves settle on the Solana blockchain, using Token-2022 program extensions, according to Forkast.

North Dakota is the only state that owns its own bank, and Roughrider Coin is the second state-issued stablecoin in the country. Wyoming's Frontier Stable Token launched first, in August 2025, about a month after Congress passed the GENIUS Act, according to Payments Dive. Forkast reports that Section 4(c) of that law specifically creates a regulatory lane for state-qualified stablecoin issuers under $10 billion, which is the legal basis for North Dakota's deployment.

What's Missing From the Announcement

Fiserv said last June it would launch its own stablecoin, FIUSD, across its full network of 10,000 institutions by the end of 2025. Payments Dive reports that FIUSD went unmentioned in Thursday's release, and a company spokesperson didn't immediately comment on its status. Whether FIUSD is delayed, shelved, or folded into this platform under a different name is an open question Fiserv has not answered.

The launch also comes during a leadership shakeup. Forkast reports Fiserv went through "a period of silence" after CEO Michael Lyons departed and the digital asset project went unmentioned in Q2 SEC filings, fueling market speculation it had stalled. Takis Georgakopoulos now runs the company.
