Energy Department Authorizes Loan of Up to 400,000 Barrels From Strategic Petroleum Reserve to Phillips 66 Lake Charles Refinery

Energy Department Authorizes Loan of Up to 400,000 Barrels From Strategic Petroleum Reserve to Phillips 66 Lake Charles Refinery
The Energy Department announced Oct. 23 an emergency exchange of up to 400,000 barrels of crude from the Strategic Petroleum Reserve to Phillips 66's Lake Charles refinery in Louisiana, with the oil to be returned plus extra premium barrels. The volume is small, but it comes with the reserve already at its lowest level since 1982 and a larger 40 million barrel exchange solicitation still open.

Since the Trump administration committed earlier this year to releasing a total of 172 million barrels from the Strategic Petroleum Reserve, the stockpile has kept shrinking. On Friday, Oct. 23, the Energy Department added another draw, this one targeted at a single refinery.

The department authorized an emergency exchange of up to 400,000 barrels of crude to the Phillips 66 Lake Charles Refinery in Louisiana. The oil comes from the West Hackberry SPR site and is slated for immediate delivery.

What the exchange does

An exchange is a loan, not a sale. Under the terms DOE announced, Phillips 66 must return all the borrowed crude along with additional premium barrels.

DOE says that structure replenishes the reserve at no additional cost to taxpayers. Under Secretary of Energy Kyle Haustveit called it "definitive action to support refinery operations" and said it requires Phillips 66 to return more barrels than are being withdrawn.

The department said the crude will help offset "temporary disruptions affecting crude oil deliveries to the refinery" and support production of transportation fuels for Louisiana and surrounding markets.

DOE did not say what caused the disruption or how long it is expected to last. Phillips 66 did not immediately respond to a request for comment on why it needs the oil.

How big is 400,000 barrels

Not very. Lake Charles can refine about 264,000 barrels a day, so the full loan covers roughly a day and a half of the plant's capacity.

Against national demand it is smaller still. The weekly figures released Oct. 5 showed the reserve at 283 million barrels, which DOE data put at about two weeks of U.S. consumption. By that yardstick, 400,000 barrels is a sliver of a single day.

The size matters less than the precedent. DOE is showing it will use the reserve for individual refinery supply problems, not only for broad price relief.

A reserve at multi-decade lows

The SPR is already at its lowest level since 1982. It fell after President Trump tapped it during the U.S. war with Iran, which disrupted supply lines. It had also been drawn down under President Joe Biden after Russia's full-scale invasion of Ukraine.

The weekly DOE data released Oct. 5 showed the reserve down almost 800,000 barrels in a week, from 283.77 million to 283 million.

The administration has also put out a request for bids from companies to buy up to 40 million barrels from the reserve, again with the aim of getting the oil back "with additional premium barrels." That solicitation was ongoing as of early October, and it was unclear whether companies would accept those terms. A full 40 million barrel draw would take the reserve to its lowest point since records began in 1982, when it was still being filled under President Reagan.

A White House official told Yahoo Finance that Trump intends to follow through on the full 172 million barrel commitment.

Refill promises and the warning from Aramco

Trump has projected confidence about restocking. Speaking to a crowd in Alabama in early October he said that because of an energy deal with Venezuela, "we're going to be filling up very shortly our strategic reserves for nothing." The administration has not published a refill schedule or volumes in the material tied to this exchange.

The broader supply picture is less comfortable. Amin Nasser, chief executive of Saudi Aramco, told an Energy Intelligence Forum audience in London on Oct. 5 that global stockpiles are "scarily thin." He said releasing reserves will buy economies time but will not fix the imbalances between supply and demand.

G7 countries, including the U.S., recently announced plans to release up to 100 million barrels of emergency fuel, including what they described as a frontloaded diesel release.

The political backdrop also matters. The administration is dealing with high energy prices less than a month before the midterm elections. It is reportedly preparing an executive order to widen access to tax-exempt diesel, and Trump said on Oct. 5, "I'll be helping [farmers] with diesel."

What to watch

The loan structure only works if Phillips 66 actually delivers the extra barrels back on schedule. DOE has not published the return date or the size of the premium. Those figures will show whether the "no cost to taxpayers" claim means a meaningful rebuild of the reserve or a token one.

The next test is the 40 million barrel solicitation. If companies take the exchange terms, the reserve drops to a record low. If they balk, the administration will have to decide whether to loosen the terms.
