China's DRAM Giant CXMT Plans NAND Flash Expansion, Setting Up a Fight With Samsung and Its Own Domestic Rival YMTC

ChangXin Memory Technologies, China's largest DRAM chipmaker, is preparing to enter the NAND flash memory market, according to Reuters, which cited three people familiar with the matter. The company plans to set up a research-and-development production line at its new plant in Beijing and has already established a research institute there with NAND development among its projects.

CXMT would be in direct competition with global NAND leaders Samsung Electronics, SK Hynix and Micron Technology, plus SanDisk. It would also face Yangtze Memory Technologies, or YMTC, China's own NAND champion. Reuters reported the two companies have historically stayed in separate lanes, with CXMT focused on DRAM and YMTC on NAND. That separation appears to be ending: Reuters reported in April that YMTC had already sent low-power DRAM samples to customers, meaning both Chinese firms are now pushing into each other's turf.

One source told Reuters that CXMT has discussed its NAND plans with potential customers, including a newly formed startup interested in buying the chips for AI systems and supercomputer storage. CXMT did not respond to a request for comment, according to BigGo Finance's account of the Reuters report.

Still Early Days

TechPowerUp and BigGo Finance both flagged the same open question: nobody knows when this R&D line starts running, or whether CXMT will ever move from research and pilot production into full-scale manufacturing. Reuters described the plan as an R&D line, not a commercial capacity target. TechNode's write-up made the same point, noting CXMT hasn't publicly detailed a production timetable.

Why Now

The timing lines up with a genuine supply crunch. SK Hynix CEO Kwak Noh-jung said in July that 2027 could be the industry's worst year for memory supply, according to ZeroHedge. TrendForce expects NAND supply tightness to ease only in the second half of 2027. Manufacturers have been pouring capital into DRAM and high-bandwidth memory for AI servers, which TrendForce says has starved NAND of investment and made the shortage worse.

The numbers back that up. TrendForce data cited by TipRanks shows the top five enterprise SSD suppliers pulled in $18.46 billion in revenue in the first quarter of 2026, up 86.1% from the prior quarter, while enterprise SSD contract prices jumped roughly 80% in that same window. Micron's own enterprise SSD revenue hit about $6.98 billion in its second quarter, up 126.3% quarter over quarter, per TipRanks. Samsung still held 29.3% of the global NAND market in the second quarter of 2026, according to Reuters as relayed by Ground News.

Ground News's coverage also raised a specific point the others downplayed: Washington's export restrictions on Chinese chipmakers have added urgency to Beijing's push for domestic memory production. TechPowerUp's own archive notes that the U.S. government reportedly removed both CXMT and YMTC from a restricted Chinese tech firm list back in February 2026, which complicates any simple narrative of Washington squeezing these two companies into self-sufficiency.

Capital and Leverage

CXMT isn't short on cash for this bet. The company raised $8.6 billion in a July initial public offering, according to TipRanks and TechNode, the largest IPO of the decade in mainland China's market per ZeroHedge. TechNode also reported that YMTC's parent company is preparing a Shanghai listing of its own. TechPowerUp noted CXMT has already hit over 90% DDR5 yield as of mid-August and was reportedly charging more than Samsung for 64 GB DDR5 server modules back in July, evidence the shortage has already handed Chinese suppliers real pricing power.

What ZeroHedge Added, and What It Didn't Prove

ZeroHedge framed the story inside a broader bearish argument, citing a Goldman forecast that memory prices could add 0.5% to core PCE inflation, and speculating that a bond-market crack could force AI hyperscalers to stop buying overpriced memory altogether. Goldman's forecast and ZeroHedge's market read are commentary layered on top of the CXMT news rather than confirmed fact by Reuters or the other outlets covering this story.

Muted Market Reaction So Far

Despite the competitive threat, actual market movement has been minimal. Hyperdash reported that since the CXMT news broke, SanDisk shares ticked down 0.05% while Samsung ticked up 0.04%, a reaction so small it suggests traders see this as a multi-year story rather than an immediate threat. TipRanks still rates Micron, SanDisk and SK Hynix as Strong Buy, with analyst price targets implying 35% to 60% upside.

Whether CXMT ever turns this Beijing R&D line into volume production, and how many years that takes, remains unclear. TrendForce says the shortage itself won't ease until at least late 2027.
