Jeffries Threatens 'Serious Response' After Two Democrats Save GOP Rule Vote, House Passes Anti-Socialism Resolution 220-192

Since the House adopted a resolution denouncing "socialism in all its forms" Tuesday night by a 220-192-2 vote, focus inside the Democratic caucus has shifted to who helped Republicans get there in the first place.

Earlier Tuesday, House Republicans nearly lost control of the floor. A revolt from conservative hardliners, tied to an unrelated fight with Speaker Mike Johnson over government funding, threatened to sink a procedural "rule" vote that sets up floor debate. Under House rules, a tie is treated as a loss.

Two House Democrats, Jared Golden of Maine and Marie Gluesenkamp Perez of Washington, crossed over to vote with Republicans, according to Axios. The rule passed 210-208. Without their votes, Johnson's floor agenda would have collapsed for the day.

House Minority Leader Hakeem Jeffries told reporters he "didn't get a heads up" from either lawmaker, according to Axios. Jeffries, Democratic Whip Katherine Clark and Caucus Chair Pete Aguilar issued a joint statement calling the move "a significant breach of trust" that "necessitates a serious response," and said they've asked the Committee on Caucus Rules to take up the matter, per the Washington Examiner and NOTUS.

Clark told the Washington Examiner that Democratic leadership was "having discussions about all our options" and that there was "no communication" from Golden or Gluesenkamp Perez beforehand. Aguilar said flatly, "This was definitely a vote that members needed to vote no on."

Golden gave a simple explanation: the rule package included the Northeast Lobsterman Protection Act, a bill he co-sponsors to shield Maine's fishing industry from federal whale-protection regulations. "The idea that anyone represents their constituents, came here, introduces a bill to support that constituency, would do anything but vote for it is fucking nuts," Golden told NOTUS. He told HuffPost he had backup votes lined up if needed but they weren't necessary. The lobsterman bill later passed 209 Republican votes and 10 Democratic votes.

Not everyone in the caucus was buying it. Rep. Jim McGovern of Massachusetts, top Democrat on the Rules Committee, said he was "very disappointed" in the pair, telling NOTUS "this makes us look like them" — a reference to the GOP's own internal squabbling. Former Speaker Nancy Pelosi, according to Axios, said she was surprised a rule vote was ever allowed to get that close to failing.

Hours later, the House took up the actual resolution condemning socialism and the Democratic Socialists of America, which also reaffirmed support for President Trump's SAVE America Act, a voting-law bill stalled in the Senate. It passed 220-192, with eight Democrats voting yes: Kathy Castor of Florida, Henry Cuellar of Texas, Don Davis of North Carolina, Golden, Vicente Gonzalez of Texas, Gluesenkamp Perez, Darren Soto of Florida and Gabe Vasquez of New Mexico. Chrissy Houlahan of Pennsylvania and Maggie Goodlander of New Hampshire voted present, and 11 other Democrats didn't vote at all, according to the Washington Examiner's tally.

The White House moved quickly to frame the near-unanimous Democratic opposition as proof of a party lurch to the left. Spokeswoman Lauren Bis told the Daily Wire that Democrats "support radical socialism, defunding federal law enforcement, and non-citizens voting in American elections." The Daily Wire also noted that a similar resolution last November drew support from 86 Democrats, compared to just eight this time, a drop it tied to the Democratic Socialists of America's growing influence in primaries.

Tuesday's resolution wasn't a clean up-or-down vote on socialism alone. It was bundled with a reaffirmation of support for the SAVE America Act, a Trump-backed voting bill that remains stalled in the Senate without majority support. Democrats opposing the package could be objecting to the voting-law provision, the socialism condemnation, or both. The resolution's text and the floor debate don't clearly separate the two, so treating all 192 no-votes as a defense of socialism specifically overstates what the vote actually measured.

The political stakes for Golden and Gluesenkamp Perez differ sharply. Golden is retiring after this term and passed on running for Senate or governor in Maine. Gluesenkamp Perez is defending her seat against John Braun, the Washington state Senate minority leader, in a race the Cook Political Report rates a toss-up.

What "serious response" means in practice is still undecided. The Committee on Caucus Rules has not announced any specific sanctions, timeline, or process for reviewing the two lawmakers' conduct, and Jeffries told reporters the matter remained "under discussion" as of Tuesday night.
