French Navy Boards Tanker DF Peak South of Réunion Over Suspected False Flag

French Navy Boards Tanker DF Peak South of Réunion Over Suspected False Flag
French forces boarded the oil tanker DF Peak more than 450 nautical miles south of Réunion on the morning of Oct. 12, on suspicion it was sailing under a false flag. Ukrainian intelligence ties the ship to Russian crude and the sanctioned shipper Sovcomflot, while Macron's own statement named no Russian link. The tanker is now being held for checks off Réunion, and no charges or cargo decision have been announced.

French sailors rappelled onto an oil tanker in the Indian Ocean on Monday morning, Oct. 12, and took it out of the hands of its crew.

President Emmanuel Macron announced the boarding on X. "Our French Navy boarded the oil tanker DF Peak, which is suspected of sailing under a false flag and of being involved in illicit fuel-trafficking activities," he wrote. He posted video that appears to show troops descending onto the deck from a helicopter.

The operation took place more than 450 nautical miles south of Réunion, in international waters.

What the French government says happened

The French Armed Forces General Staff said the boarding was carried out under Article 110 of the UN Convention on the Law of the Sea. That article gives warships a right of visit on the high seas when a vessel is suspected of statelessness or of flying a fraudulent flag.

Armed Forces Minister Catherine Vautrin congratulated the personnel involved. She said the military is escorting the tanker for further checks under the authority of the prefect of Réunion.

The Réunion prefecture said an examination of the ship's documents confirmed doubts about the legitimacy of its flag. The tanker was diverted and is being escorted to an anchorage off the island. Its 21 crew members, of several nationalities, remain aboard under the supervision of French military personnel.

The General Staff has not released details on the ship's routing or the specific naval assets involved. Images from the operation show a Dauphin N3 helicopter flown by Flottille 34F, which operates from the Floréal-class frigates based at Port-des-Galets.

The ship and its Russian ties

Macron's post did not mention Russia. The shipping details point there anyway.

Ukraine's Main Directorate of Intelligence says the DF Peak carries Russian crude and is associated with Sovcomflot, the Russian state-linked shipping company. The tanker was built in 2006 and has sailed under multiple flags and names. According to AFP, it flew a Benin flag at the time of the boarding, was called Kaliningrad before 2024, and is among roughly 700 ships on the EU's sanctions list.

That history is the pattern the "shadow fleet" is known for. Aging tankers change flags and ownership structures to move Russian oil around Western restrictions on chartering and insuring vessels. The aim is to hide where the cargo came from.

Not France's first boarding

This is the latest in a string of French seizures. French forces boarded the Tagor on May 31 on suspicion that it was flying a false Cameroonian flag. The ship arrived in Douarnenez Bay, western France, on June 2. In June, French forces also intercepted a tanker named Deliver off Sicily. In March, France detained the Deyna in the Mediterranean.

Other European countries have also reported intercepting shadow fleet vessels in recent months. EU rules now let member states sell the oil or other cargo seized from such ships.

The pressure is not only military. In January, 14 countries sent a joint warning letter calling for tighter control of Russian vessels in the Baltic. Estonia alone has suffered at least €200 million ($232 million) in damage from incidents involving power cables and data lines.

Moscow's objection

Russia rejects the framing. Vladimir Putin has called such interceptions "piracy and banditry." Macron's answer is that the operation was "conducted in strict compliance with the international law of the sea."

The two positions turn on a narrow legal question. A right of visit under Article 110 depends on reasonable suspicion that the flag is fraudulent. French authorities say their document check on the DF Peak confirmed their doubts. The tanker's owners and operators have not publicly responded.

Washington cuts a different path

The boarding came three days after President Donald Trump announced on Friday, Oct. 9, that he had negotiated the delivery of Russian diesel to U.S. and global markets. Ukrainian President Volodymyr Zelensky called the move a breach of U.S. sanctions and "shameful."

EU foreign policy chief Kaja Kallas said on Saturday that lifting sanctions on Russian diesel was helping to fuel the Kremlin's war. No source has linked the French boarding to the diesel announcement, and the operation's planning almost certainly predates it. But the two moves point in opposite directions on how to treat Russian energy exports.

What comes next

The DF Peak is expected to stay at anchor off Réunion while French authorities carry out their checks. No charges have been announced against the crew or the ship's operators. France has not said whether the vessel or its cargo will be held, forfeited or sold under the new EU rules. The cargo's destination and the identity of its buyer are also undisclosed.

The Tagor precedent offers one marker. That ship was brought into a French port within three days of its boarding. Whether the DF Peak follows the same path is the next thing to watch.
