Declassified Spreadsheet Shows FBI Tagged Pompeo, Barr, Giuliani as Disinformation 'Conduits' While Listing Bidens, Obama, Clinton as 'Targets'

A spreadsheet recovered from U.S. intelligence agency files and made public by the White House Government Transparency Task Force shows the FBI and other U.S. intelligence agencies built a list sorting more than six dozen prominent organizations, Americans and foreigners tied to the Biden family Ukraine scandal and the 2019 impeachment proceedings against President Trump into two categories: "conduits" of Russian disinformation and "targets" of it, according to Just The News.

The sorting broke down almost entirely along party lines. Former Secretary of State Mike Pompeo, former Attorney General Bill Barr, Trump attorney Rudy Giuliani, filmmaker Michael Caputo, Fox News and One America News were listed as conduits. The late Sen. Lindsey Graham (R-SC) and Rep. Jim Jordan (R-OH) made that list too.

On the other side, Hillary Clinton, Barack Obama, John Kerry, George Soros and members of the Biden family were listed as targets, meaning the same intelligence apparatus treated them as victims of Russian disinformation rather than subjects worth scrutinizing.

An administration official told Just The News that the labeling was part of a secret counterintelligence operation codenamed Round River, launched during the 2020 election.

Patel Says FBI Is Investigating Whether the Program Was Misused

FBI Director Kash Patel has confirmed the bureau is reviewing whether the Foreign Influence Task Force, which ran Round River, used what it learned to shape or suppress other ongoing investigations. In a letter to the White House Government Transparency Task Force, Patel wrote that the review is examining "whether the FITF used information learned from the Round River assessment to undermine or influence ongoing investigations by only focusing on the subset of CHSs (Confidential Human Sources) involving the Bidens."

Patel's letter also disclosed that the FBI has identified at least 14 confidential human sources who were providing derogatory information about the Bidens during that period. Patel said the Foreign Influence Task Force was terminated on his watch, though the letter states the internal review of its conduct is not yet complete.

Patel is describing an active, unfinished investigation. He has not announced findings of wrongdoing, charges, or a conclusion that the program was deliberately weaponized. What he has confirmed is that the review exists and that it is specifically probing whether informants with Biden-related information got sidelined while the same apparatus treated Biden allies as protected from scrutiny.

What This Does and Doesn't Prove

An arm of the federal government built a formal taxonomy that treated one party's leading officials and their preferred outlets as sources of foreign disinformation, while treating the other party's leading officials as people foreign disinformation was being used against. That's not a neutral counterintelligence framework. It mirrors the partisan battle lines of the 2019-2020 impeachment fight.

A labeling exercise inside a classified assessment is not automatically proof of a rigged investigation. Whether Pompeo, Barr, Giuliani, Jordan and Graham were flagged based on specific intelligence, or were swept in because of who they were politically, is exactly the question Patel says his review is trying to answer. It hasn't been answered yet.

Be precise about what "conduit" meant in this context: the spreadsheet reportedly labels people as conduits of disinformation, not as targets of a criminal investigation. The review Patel describes is internal and ongoing, not a completed inquiry with public findings.
