Samsung P5 Fab: Hanyang ENG Signs $110 Million Piping Contract for Pyeongtaek Cleanroom

Samsung's next semiconductor megafab at Pyeongtaek has a real contract behind it now, not just blueprints.

Hanyang ENG, a Korean engineering firm that specializes in cleanroom and piping systems, disclosed in a regulatory filing on September 7 that it signed a 148.06 billion won ($110 million) contract with Samsung C&T. The deal covers the first general piping work zone for the Phase 1 cleanroom at Samsung Electronics' P5 fab in Pyeongtaek, according to The Elec.

That 148.06 billion won figure equals 13.24% of Hanyang ENG's 1.12 trillion won revenue from last year, The Elec reported. It's not a small job for the contractor.

What the Contract Actually Pays For

A Hanyang ENG official described the scope plainly: "General piping involves installing piping networks that safely supply and discharge ultrapure water, chemicals, industrial gases and cooling water used in semiconductor manufacturing to and from equipment on each production line," the official said, according to both The Elec and Tech Times. "The first work zone refers to the primary main piping."

The contract runs through September 30, 2027. Payment terms are straightforward: Hanyang ENG gets 10% of the total value within 15 days of signing, with the remaining 90% paid in installments as Samsung C&T, the main contractor, verifies completed work.

The Hanyang ENG official cautioned that both the price tag and timeline could shift. "The actual main piping work will be largely completed in about eight to 10 months," the official said, "however, the contract value may be revised if the scale of facilities changes or additional work is required during construction."

Hanyang ENG posted first-half revenue of 696.06 billion won this year, with operating profit of 50.8 billion won and net profit of 47.89 billion won, according to The Elec. The company has signed similar contracts with Samsung C&T over each of the past three years, meaning this isn't a new relationship, just a new phase of it.

Why Piping Comes Before Anything Else

Tech Times framed the significance of this filing around a specific industry checkpoint called Readiness for Equipment, or RFE. Cleanroom piping has to be installed, flushed, tested and certified before any semiconductor manufacturing tool can be delivered to the floor. Until that happens, there's no functional space for equipment to sit in, regardless of what's been ordered or scheduled.

The 8-to-10-month piping timeline determines when Samsung can start moving in the tools that actually make chips, and by extension, when P5 can begin contributing to production volume.

The Three-Story Question Nobody Has Confirmed

Separately from the piping contract, a report circulated in mid-August raising a bigger claim about P5's future scale. Citing Korean media reports, an analyst identified as Jukan of Citrini said Samsung is considering revising P5's design from two stories to three, according to a BlockBeats report carried by KuCoin.

If that occurs, P5 Facility 1 and 2 would form what the report calls the world's largest single-site semiconductor manufacturing complex, moving from Samsung's existing "dual-fab" layout with four cleanrooms per building to a "triple-fab" structure with up to six. The report says cleanroom count would rise roughly 50%, with overall capacity rising by at least that much, and put peak construction workforce at approximately 50,000 with a completion target of 2030 for a project that broke ground in 2022.

Samsung has not confirmed this redesign in the sources reviewed here. It traces to an analyst's citation of Korean media, not a company statement or regulatory filing, and no filing tied to a three-story revision has surfaced alongside the piping contract disclosure.

What's confirmed, by contrast, is narrower and more concrete: Phase 1's cleanroom piping is under contract and construction crews are working on it now. The next verifiable milestone to watch is whether that piping reaches RFE certification on the 8-to-10-month timeline the Hanyang ENG official laid out, since that will determine when Samsung can start moving manufacturing equipment into the building.
