New UK PM Andy Burnham Hands Ukraine Missile Blueprints on First Foreign Trip, Days After Deadly Kryvyi Rih Strike

New UK PM Andy Burnham Hands Ukraine Missile Blueprints on First Foreign Trip, Days After Deadly Kryvyi Rih Strike
Andy Burnham marked Ukraine's Independence Day in Kyiv by announcing Britain will let defense firm MBDA declassify UK component data for the Storm Shadow/SCALP missile, so Ukraine and France can build the weapon locally. It's a real escalation in Western material support, and it comes as Ukraine still can't get enough Patriot interceptors and Russia is threatening nuclear doctrine changes over exactly this kind of long-range strike capability.

Andy Burnham picked Kyiv for his first overseas trip as prime minister. He arrived Monday, August 24, 2026, on Ukraine's 35th Independence Day, and he didn't come empty-handed.

Burnham announced that the UK government will let European defense manufacturer MBDA declassify information on British-made components used in the Storm Shadow/SCALP long-range cruise missile, according to the UK Government's own press release. The goal: let France and Ukraine set up local assembly lines so Ukraine can start building versions of the missile itself. This follows a promise French President Emmanuel Macron made last month, and it complements what the UK calls Project Brakestop, an existing effort to develop cheap long-range strike weapons for Ukraine.

Storm Shadow, and its French-built cousin SCALP, are deep-strike weapons Britain first gave Ukraine for defensive use back in 2023. Handing over component blueprints so Ukraine can manufacture the things domestically represents a different order of commitment than shipping more missiles.

"Ukraine's security is our security"

Burnham used blunt language in Kyiv, comparing Ukraine's fight to Britain's role in World War II. Speaking in front of St Sophia Cathedral, he said, according to The Independent, "My nation kept the flame of European freedom alive in the 20th century, you hold that flame in the 21st." He called the UK's support unwavering. "The UK is behind you today and for as long as it takes," per a statement carried by The Guardian, ITV, and the Express.

Burnham's trip comes days after a Russian drone strike hit a shopping center in Kryvyi Rih, President Volodymyr Zelenskyy's hometown, killing 16 people on Friday, August 21, according to The Guardian. European leaders condemned the attack. It also comes as Ukraine's military has run out of U.S.-made Patriot interceptors, per The Guardian, and after President Trump reportedly backtracked on an earlier promise to let Ukraine build its own Patriots. Zelenskyy said over the weekend he wants to buy, not receive as aid, 300 to 360 Patriot missiles for the coming winter, and said Ukraine reached deals with France for at least one air-defense system this year and with Germany for roughly 600 interceptors in 2027-28.

Burnham also chaired his first meeting of the Coalition of the Willing, the UK-French-led group supporting Ukraine that was set up under his predecessor, Keir Starmer, according to the Express.

Moscow's response

Russia issued sharp rebukes over the move. Breitbart reported that Russia's former ambassador to London, Andrei Kelin, told Sky News that British involvement in Ukra
