DHS Cancels Over 28,000 Trucker Licenses Tied to Non-Citizens, Launches Veteran Replacement Program

The Trump administration says it has canceled more than 28,000 commercial driver's licenses (CDLs) issued to non-citizens and removed over 24,000 non-English-speaking truckers from American roads, according to a Department of Homeland Security press release cited by Breitbart. The administration is pairing that crackdown with a new push to replace those drivers with military veterans.

President Trump announced the effort, called the "Freedom Haulers" initiative, at the White House on Thursday, July 30, 2026, according to Anadolu Ajansı (AA). Speaking alongside administration officials and trucking industry leaders, Trump said the government has "already removed more than 24,000 non-English speakers from behind the wheel" and "forced states to cancel more than 28,000 commercial driver's licenses unlawfully issued to illegal aliens."

Under the program, veterans with heavy vehicle experience from their military service will be eligible to skip standard road tests and get a CDL. Veterans without prior trucking experience will go through what Trump described as an expedited licensing process. "They're going to be given a very quick pass. We're going to teach them. They're going to learn," Trump said, adding he expects many to be licensed within weeks. AA reported that 34 states have joined the program so far, with Trump urging the remaining states and Washington, D.C. to sign on.

The Enforcement Side

DHS Secretary Kristi Noem framed the crackdown as a matter of road safety. "Too many American lives have been lost in completely avoidable accidents because illegal aliens have been granted commercial driver's licenses to drive trucks and 18-wheelers on America's roadways," Noem said, according to Breitbart. She described the effort as a "whole of government approach" between DHS law enforcement and the Department of Transportation.

Transportation Secretary Sean Duffy echoed that framing, calling DHS "a force multiplier" for cleaning up America's roads. Duffy has also targeted the schools that train and certify drivers. The Federal Motor Carrier Safety Administration (FMCSA) began pulling CDL training providers from its national registry in December 2025 for failing to meet the administration's readiness standards. By July 2026, according to Breitbart, nearly 10,000 schools had been removed. In February 2026, FMCSA issued proposed removal notices to more than 550 additional schools found in violation of safety standards.

The Pennsylvania Case Driving the Push

The renewed urgency traces back to the death of Pennsylvania State Trooper Michael Pahira. Trump raised the case directly at the Pennsylvania Defense and Innovation Summit in Carlisle, saying his administration would "soon take historic action to get illegal alien truck drivers off the roads who are just killing a lot of people."

Trooper Pahira was struck and killed while conducting a roadside safety check on Interstate 81 in Schuylkill County. The driver, identified as Michael Bon, a 33-year-old Haitian national, had been in the U.S. illegally for at least a year after entering on July 2, 2024, according to officials cited in coverage. Bon applied for Temporary Protected Status in October 2024, but that status was never granted. DHS notified him in June 2025 that he was required to return to Haiti. He held a commercial driver's license issued by Massachusetts.

DHS and DOT separately identified 75 entry-level truck driver CDL schools suspected of fraudulently helping non-citizen drivers qualify for licenses, with Homeland Security Investigations and DOT inspectors already visiting some locations, according to reporting that cited Fox News correspondent Bill Melugin's posts on X. Duffy has been blunt about the industry's prior oversight. "For too long, the trucking industry has operated like the Wild, Wild West, where anything goes and nobody asks any questions," Duffy said. "The buck stops with me."

What's Unresolved

The administration has not published a state-by-state breakdown of where the 28,000 canceled licenses were issued or how many were tied to specific fraud schemes versus administrative errors at the state level. It's also unclear how the "Freedom Haulers" fast-track licensing, which lets veterans skip standard road tests, will be reconciled with FMCSA's own safety-standard crackdown that shut down thousands of training schools for failing to properly vet drivers. Critics of expedited licensing programs generally raise a concern: fast-tracking any group into commercial driving, veteran or otherwise, risks the same corner-cutting the administration says it is trying to eliminate. No source in this reporting indicates FMCSA has detailed how veteran road-test waivers will be audited for safety compliance.

Sixteen states and Washington, D.C. have not yet joined the Freedom Haulers program as of Trump's July 30 announcement. Whether the remaining license cancellations proceed smoothly and whether the veteran pipeline can fill nearly 30,000 open trucking jobs within the "weeks" timeline Trump projected remains to be seen.
