EU Signs €387.8M Deal With AMD-Powered Bull for LUMI-AI Supercomputer, Skips NVIDIA Partner HPE

The original LUMI cost €144.5 million (about $168 million) when it launched in 2022. The new contract is more than double that, but it covers the full lifecycle: acquisition, delivery, installation, and multi-year hardware and software maintenance, not just a hardware sticker price.
The MI430X's selling point for this specific job is FP64 precision, the double-precision math scientific computing needs to stay mathematically correct. European officials and outlets covering this deal are framing it as a win for European tech independence, a break from reliance on one dominant American chipmaker. Diversifying away from a single supplier reduces concentration risk, and NVIDIA's near-monopoly grip on AI compute is a legitimate concern for any government buyer.
But AMD is also an American company. Nothing in the contract, per Tech Times' reporting, involves a European chip designer or a European fab. Calling this a step toward European AI "sovereignty" while the compute still runs on Silicon Valley silicon, just a different Silicon Valley company, is a stretch. Europe swapped one American supplier for another American supplier and picked up a press narrative about independence along the way.
Whether that distinction matters depends on what "sovereignty" is actually supposed to mean here: control over the software stack and where the data sits, or control over who makes the chips.
