EU Declares ChatGPT a Search Engine, Slaps Roblox and Reddit With Toughest Platform Rules

The European Commission announced Monday, August 31, 2026, that it has placed ChatGPT, Reddit and Roblox under the Digital Services Act's strictest tier of regulation, according to Politico Europe and Euronews.

ChatGPT got designated as a Very Large Online Search Engine. It's the first time an AI chatbot has been classified that way, per Euronews. The Commission's reasoning: ChatGPT pulls live results from the internet in response to user prompts, which in Brussels' view makes it function like a search engine, not just a chatbot. Reddit and Roblox were designated Very Large Online Platforms because both let users create and share content publicly.

Why These Three, Why Now

The DSA's threshold is simple math: any online service with more than 45 million monthly users in the EU, roughly one in ten people in the bloc, gets bumped into the heaviest regulatory category. OpenAI disclosed that ChatGPT's search function averaged about 159 million monthly active users in the EU over the six months ending March 2026, according to Euronews. Reddit reported 57.2 million users in July. Roblox reported figures that varied slightly by outlet, roughly 48 million according to Euronews and 46.6 million according to Politico Europe, both well above the threshold.

That brings the total number of platforms and search engines under this regime to 28, according to Politico Europe.

Henna Virkkunen, the European Commission's executive vice-president for tech sovereignty, security and democracy, framed the move as proportionate to reach. 'These new designations mean that ChatGPT, Reddit and Roblox will now be held to a higher standard of scrutiny and accountability in the European Union, in line with their large impact on our citizens and society,' Virkkunen said, according to Euronews. The Commission added it 'will not hesitate to designate any platform that meets the threshold for enhanced supervision.'

What Compliance Actually Requires

All three companies have four months, until the end of November, to comply, according to Euronews and Reuters reporting carried by The Hindu Business Line and Euractiv. The obligations are extensive: annual systemic risk assessments covering illegal content, protection of minors, effects on users' mental and physical wellbeing, fundamental rights, electoral processes and public security. They also have to submit to independent audits and hand over data to regulators and vetted outside researchers.

Non-compliance carries real teeth. Politico Europe reported that a company failing to meet the rules within four months risks fines of up to 6% of its annual global revenue. For OpenAI, Reddit or Roblox, those penalties would be substantial.

The Commission said it will supervise compliance in cooperation with Ireland's Coimisiún na Meán, which serves as the digital services coordinator for ChatGPT and Reddit, and the Netherlands' Authority for Consumers and Markets, which covers Roblox, per Euronews.

One Company Responded, Two Didn't

Roblox's general manager for Europe, Joost Hagesteijn, put out a statement embracing the designation rather than fighting it. 'We are proud to be the first gaming platform to reach this milestone in the EU,' Hagesteijn said, according to Politico Europe. 'Safety is foundational to everything we do and we look forward to continuing our constructive engagement with the European Commission.'

OpenAI and Reddit did not immediately respond to requests for comment, Politico Europe reported.

The Legitimate Concern, and the Legitimate Pushback

Regulators have a fair point that platforms reaching tens of millions of minors deserve scrutiny. Roblox is built around younger users, and mandatory risk assessments on child wellbeing aren't an unreasonable ask for a platform that size. Nobody serious argues that a service used by tens of millions of EU accounts should operate with zero outside accountability.

But the DSA's list of mandates, especially the requirements to assess and mitigate risks to 'electoral processes' and 'fundamental rights,' hands EU regulators enormous discretion over how American platforms moderate political speech and search results. The concern is direct. The compliance checklist these companies now have to satisfy includes language that could allow EU officials to pressure content decisions, on pain of fines that could run into billions of dollars for a company the size of OpenAI. A foreign government dictating how a U.S. chatbot ranks search results, under threat of a 6% revenue fine, is a different animal than fining a platform for hosting child exploitation content, even though both fall under the same DSA umbrella.

The Commission has not accused any of the three companies of wrongdoing. This is a size-based designation, not an enforcement action. Whether ChatGPT, Reddit and Roblox treat the end of November as a real deadline, and whether Brussels uses its new audit powers to police genuine safety failures or to lean on content decisions, is the open question nobody can answer until the four-month clock runs out.
